Preparatory meetings for WTCD-2010


The fifth World Telecommunication Development Conference (WTDC-2010)

One of the purposes of WTDC-2010 is prioritizing in the field of telecommunication, information and communication technologies (ICT) development with account of member states and sector-members proposals, as well as the acceptation of Hyderabad action plan (HAP), in which the future work area of the Telecommunications Development Sector of International Telecommunication Union (ITU) for the following four years is specified. The Regional preparatory meetings (RPM) held in 2009 and in the beginning of 2010, made possible the preparation of regional contributions into WTDC-2010.  

In the Conference delegates of government bodies, ministers, ambassadors, and representatives of private sector, as well as the representatives of regional and international organizations will participate. 

WTDC-2010 will close a series of Regional preparatory meetings (RPM), and will be an important step in evaluation of the progress achieved by realization of the far reaching action plan adopted in Doha in 2006. WTDC-2010 will adopt a declaration, strategic plan, and an action plan, which will be the condition to the environment to provide the basis for a truly global information society for everyone. 

Furthermore, within the framework of WTDC-2010 and in parallel to the Telecommunication Development Bureau (TDB) Conference, a range of relevant events  is planned to be conducted, which includes experts’ meeting and panel discussion at ministerial level on "Joining school– joining community", a range of informational sessions on statistics, electric communications in emergency state, e-healthcare, spectrum usage management, and transfer from analog to digital radio broadcasting, as well as the opening of "ITU Academy" portal. 

Declaring the initiative "Joining school–joining community", Mr. Pan Gi Mun, UN Secretary General, insistently called worldwide leaders on supporting efforts to join all schools by 2015. The aim of the present associate events of WTDC is to raise awareness and attach impulse to the achievement of this goal.   

ITU defined and collected examples of best practices in politics field, regulation, reasonable computing devices and practical knowledge concerning schools joining, including creation, on the basis of schools, of the ICT group centers. In the course of panel discussion at ministerial level the results of the experts’ meetings will be considered, and particular attention will be given to innovative measures directed to schools and communities joining.

The World Telecommunication Development Conference (WTDC) is conducted every four year in the period between two Plenipotentiary Conferences.

WTDC 06 - ITU, (From March 7 to 15 in Doha (Qatar)) gathered 820 government delegates from 132 countries, 71 ministers, vice-minister and the Deputy Chief of Mission, 93 representatives of private sector, and 38 representatives of regional and international organizations. 

The purpose of the Conference is to coordinate priorities in development sphere, taking into consideration the bridging the digital gap at a high level due to the quick but unsteady spread of information and communication technologies (ICT). Among other things – rendering assistance on the development of international cooperation and partnership that could support and strengthen the infrastructure, and institution of telecommunications in developing countries.
