New edition of law \"On applications of individuals and legal entities\" is explained


The law regulates relations in the sphere of appeals of individuals and legal entities to the state bodies and state institutions

It was noted that in the Year of dialogue with the people and of human interests under the leadership of the head of state, tremendous work was carried out to improve the procedure for the consideration of citizens' appeals by public authorities and management. The amendments and additions are designed to strengthen the legal framework in the sphere and ensure quality work in this direction in the following years.

As well, it was noted that one of the main changes was the cancellation of the requirement to confirm electronic circulation with an electronic digital signature. In the previous version, the non-verified electronic digital signature was considered anonymous.

The effect of the law extends not only to state bodies and state institutions and their officials, but also to organizations with state participation and self-governing bodies of citizens.

The law enriched with new notions like "repeated appeal" (an appeal where citizen disagree with the decision of the state organization), "public reception" (acceptance of citizens at public meetings), "videoconferencing" and others.

The new chapter of the law "People's reception offices and virtual reception" regulates the activity of state bodies, organizations and their officials according to the work of the people's reception and virtual reception of the President.

Terms of consideration of appeals are left unchanged. The appeal or complaint must be considered within 15 days (if additional investigation or learning is required up to a month), and the proposal has to submitted within a month (unless additional study is not required).
